He graduated from secondary school in the year. In the year he graduated from the Alma-Ata Higher Combined Arms Command School named after I. served in the motorized rifle units of the Western Group of Troops of Germany and the Kyiv Military District, commanded a reconnaissance platoon. In the year, he refused to swear not loyalty to Ukraine, was transferred to the Armed Forces of the Russian Federation.

From the year - the commander of the special intelligence platoon, then the commander of the landing and scores of the unit of the separate brigade of the infantry of the Northern Fleet, the village of Sputnik, the Murmansk region. Several Marine infantrymen were included in the northern group of troops of General Lev Rokhlin. Since January 11, he was continuously in battles, participated in the assault on the central part of Grozny.

The company of Captain Shulyak was distinguished by the capture of the Council of Ministers of the Chechen Republic at the head of the Captain’s Marine Corps, also awarded the title of Hero of the Russian Federation for this battle. In the evening of January 13, the company in the consolidated detachment of the Marine Corps burst into the complex of buildings, knocked out militants from the premises.

Then, two days after another, they repelled the daily and night attacks of the Dudaevites. Then, twice the Dudaevs knocked out the Marines from the building and twice - the Marines knocked out the Dudaevites out of it. A continuous battle in a burning huge building reached extreme bitterness. He was injured in medium severity, but remained in service and destroyed two more firing points of the enemy.

He skillfully led the actions of subordinates in difficult conditions of urban battle when torn from the main units. At one point in the battle, having received data on the accumulation of militants in the rear of his company, he resolutely rebuilt her battle formations and met the enemy with powerful fire, putting to flight. In the battles for the building of the Council of Ministers of the company Captain Shulyak destroyed up to 70 militants and held busy borders.

Soon he was wounded secondly in his hand and lost a lot of blood, after which he was taken out of the fire with subordinates. For courage and heroism shown during the performance of a special assignment, by decree of the President of the Russian Federation of April 17, Captain Shulyak Viktor Vasilievich was awarded the title of Hero of the Russian Federation. Shulyak continued to serve in the ranks of the Russian army.

He commanded the airborne battalion in parts of the Northern Fleet Marine Corps.
