Having rich experience in organizational, managerial work in the legislative and executive authorities of the republic, Oleg Valerievich now leads the department responsible for one of the main areas of the social sphere - pension security. We managed to talk with the head of the OPFR on RA, ask about the successes and problems of the institution he headed today.

I must admit that I had not particularly thought about what the most important directions of the social policy of our state are responsible for the Pension Fund, ”says Oleg Valerievich,“ because for most of our customers the work of the Fund is associated only with the appointment and payment of pensions. But this is not so. The Russian Pension Fund system is a highly organized and well -functioning working mechanism.

And his activity affects the interests of most citizens of the country and the republic. Today, out of 83 thousand economically active residents of our region, nearly 52 thousand are already customers of the Pension Fund. Each person from the very beginning of his work falls into the field of view of the Pension Fund. Most of the young people who are eager for people do not think about their future pension.

However, this does not mean that they can lose it. And first of all, thanks to the work of specialists of the Pension Fund. The annual budget of the department exceeds two billion rubles. And each ruble, every penny needs to be brought to a pensioner. You yourself understand that this is a huge responsibility and a very laborious process. In this work, we interact closely, rely on the help of post offices.

It is they, the postmen, and for the most part these are women, and in the heat and in the cold, in any weather they bring a pension to a particular person. And for this responsible and very necessary work, I want to express the words of gratitude and gratitude to employees. What are the prospects, what to solve in the future? Working a little more than 1.5 months, I was convinced that the specialists of the department and its territorial departments at a high level do their work, exercise control over the entire process of receiving a pension, up to its delivery of a single pensioner.

This allows you to quickly respond to any difficulties and flaws that may arise in work. The need to pay insurance premiums to the Pension Fund has always been a primary task in interaction with employers. In addition to the fact that the payment of insurance premiums to the Pension Fund is enshrined in the law as the “holy” obligation of the insured, there is an additional incentive - a direct relationship between the amount of paid contributions and the size of the future, or this pension of employees.

In other words: more contributions to the Pension Fund - above the pension. The non -payment by the enterprise of insurance premiums for compulsory pension insurance entails serious consequences for each employee of the organization. This is especially true for those young people who have started working with a year, and if the company did not pay insurance premiums at all, then over the years, employees have completely deprived of pension rights.

I do not intend to hide the names of managers who, for various reasons, does not pay to the pension fund, and thereby punishes their employees. The systematic debtors from the quarter to the quarter are many employers who, without fulfilling the law, absolutely do not care about the future of their employees. It is unfortunate that this list can be continued for a long time.

It turns out that here all the efforts of the specialists of the Pension Fund for the recovery of arrears are aimed exclusively at the interests of the employees of these enterprises, their future pensions. And our most important task today is to force policyholders to pay for their employees! It is necessary to create such conditions that the "land burning" under the feet of non -payers!

In order to maximally attract universal attention to this problem on the initiative of the department this year for the first time “Certificates of Social Proveness” of twenty -seven insurers of the republic were awarded. The certificate was awarded to employers who, over the past few years, conscientiously transfer insurance premiums for their employees.

Here, one of the prerequisite was the issue of “openness” of employees' wages. And therefore, organizations that give their employees the salary “in an envelope” could not claim a certificate. This work will continue, and I sincerely hope that we will be able to draw attention to this problem of all the inhabitants of our republic. What other measures are applied to such employers?

If the debt arises for a certain period, the Pension Fund is set by the requirements of such insurers to repay this debt. But often these requirements are either ignored by the employer or are fulfilled untimely. Therefore, after a period of time defined by law, if the requirements are not met by the employer, decisions on the initiation of enforcement proceedings to the bailiff service are sent to the fund.So, only for the last year, the Pension Fund of the Republic of such insurers sent the requirements for repayment of debt.

And to date, this figure is already the requirements for insured to insurers in the amount of more than 8.5 million rubles. In addition, decisions in the amount of more than 2 million rubles were sent to the bailiff service today.

Some employers extinguish the debt voluntarily, others - according to the requirements of the Pension Fund. In any case, we take all possible measures so that every resident of our republic has the right to a future worthy pension. In this work, and not only in this, we are very closely interacting with the Office of the Federal Bailiff Service, the Prosecutor's Office, and the administrations of municipalities.

Together with the Office of the Federal Bailiff Service, a working group was organized, which allows you to quickly and effectively solve all emerging issues, which directly affects the collection of the executive documents of the department. Joint trips of specialists of the departments of the FIU and bailiffs are widespread. So, thanks to joint work in a year in a number of areas, it was observed, and now there is a very good percentage of repayment of debt on decisions presented by the payers of a fixed payment.

In Ust-Koksinsky, the repayment was one hundred percent. Also, one hundred percent repayment of the decisions presented to legal entities completed the Shebalinsky and Onguda regions last year. Well organized work with arrears in the administration of MO "G. We know that, perhaps, thanks to the implementation of the Federal Law “On additional measures of state support for families with children” in the past, a year was observed by some growth of birth rate in the region.

And the year throughout the country has been declared the year of family. In fact, it is very pleasing that in recent years the state pays more and more attention to the family as the main cell of our society. And I will not reveal any secret if I say that many families today experience an acute lack of material resources. At the same time, a certificate for maternal family capital is designed, first of all, to support the family in material terms.

This does not mean at all that maternity capital funds can be used in their own discretion, for example, to buy a car. The law and other regulatory acts strictly determine a number of areas to which these funds can be used. I want to note that today our state has done everything possible for people to give birth to children. And in the Republic of Altai, the birth rate over the past year and a half has increased quite sharply.

At the last visiting meeting of the working group for monitoring the implementation of national projects in the Altai Republic at the Main Federal Inspector for RA, which took place in June, in general, a child was born in the Altai Republic, of which, of them, these are the second and subsequent children. This year, a person has already applied for certificates. Today, giving birth to children, people trust the state, the leadership of the country and our republic.

And our task is to justify this trust. In this area of ​​work, we are very closely cooperating with the Ministry of Labor and Social Development of the Altai Republic. For the current year, funds are provided for the Altai Republic in the amount of more than a million rubles. Of these funds, thousands of rubles will go to strengthen the material and technical base of social services for the republic.

For targeted social assistance this year, thousands of rubles were allocated. On the occasion of the celebration of Victory Day, material assistance was provided. For the period from the year to January of the current year, more than 30 million rubles were used to implement social programs, of which the bulk of the funds was aimed at the capital and current repair of social services institutions - this is nearly 16 million rubles.

More than 8 million were sold for targeted social assistance during this period. The development of these tools allows you to create conditions for improving the quality of life of older citizens, to promote the active participation of older people in society. Citizens may have an opinion that we must contact the PFR department for help, but we only finance the programs, and the government of the Altai government in the person of the Ministry of Labor and Social Development is engaged in the distribution of funds to provide targeted social assistance.

What is being done to increase the living standards of our pensioners? The Pension Fund of Russia does not establish the size of pensions at the legislative level and does not determine how much this pension will grow in the future. We are only a kind of mechanism designed to ensure the procedure for its appointment and timeliness of payment, and we are also responsible for a number of other areas of social policy of the state that we have already talked about today.

The standard of living of our pensioners, unfortunately, really remains not at the highest level.But, I assure you that the state is taking all the steps today to increase it. And I, along with all of you, believe and hope that the life of our fellow citizens will constantly improve. The growth of the average size of the pension for the year in the republic amounted to a ruble, while in the year this amount was a little more than rubles.

The pension provision of disabled people and participants in the Great Patriotic War has improved significantly. So, on the date of the entry of the new pension legislation, the average size of the pension of the war disabled person barely exceeded rubles per month. And on January 1 of the year, its size was already more than rubles. In general, I want to note that the work of the entire system of the Pension Fund of the Russian Federation is today aimed at improving the level of service of our customers.

And for this a huge job is done. Our main task is to ensure that every pensioner, each client of the Pension Fund, turning to us for help, could receive comprehensive support. What are your first impressions? At the first acquaintance with the team of the department and his work, I established myself in the opinion that the opinion that real professionals work here.

And today I can say with full confidence that the work of our institution is organized at the highest level. This is primarily due to the fact that the entire system of the Pension Fund of Russia is a highly organized and well -functioning working mechanism. In addition, many experts have been working here since the formation of the Pension Fund. Almost all the heads of the district departments of the FIU passed a good school of work in the social security system.

And in general, the team is very close -knit, friendly. Perhaps that is why we manage to quickly and efficiently solve all the tasks assigned to the department. After all, when the team is friendly, and especially in work, the success of any work begun is ensured. You still go to work on foot, did not affect your lifestyle new work?
